"rfr 1b Fuel system component (tank) insecure."
Securing strap broken, therefore tank is not secure. I'd FAIL it & mark it as DANGEROUS.

Sorry Tom I tested the vehicle and even though the strap is excessively deteriorated due to corrosion, and the underside of the vehicle has been damaged due to some accident with an object, the strap as can be seen is only broken in on place and is securing the tank via two other mounting points, holding the tank securely in place.
We must remember when making decisions regarding the test criteria that a vehicle only has to meet the minimum criteria, this can sometimes be difficult to establish because the majority of vehicles presented for a test are significantly above the minimum criteria, therefore when a defect is seen, which appears not to be the norm, it is easy to think that it must fail, which is not how the scheme rules are setup. The above picture showing the tank was not loose or able to be moved at time of test by using my hands, therefore my conclusion was a "Pass and Advise", remembering that the definition of insecure means there is movement or looseness were there should be none?
