If you can't get hold of Siemens, you should try the VOSA Enquiry Unit (0845 600 5977) or your local VOSA Area Office.
When the system fails, firstly Siemens will start getting calls from NTs. They will try to establish how widespread the problem is. If the fault can be fixed in a short time, they prefer not to initiate emergency testing due to the extra work involved in the Catch Up process.
If the system is not operating, then we are not suppose do any vehicle testing until an ET incident number is issued, or the system begins functioning again.
An idea that is being discussed is to allow us to continue testing during a system failure and store the test details on our VTS devices. When the system is back in operation, then the local information will be uploaded to the server.
If you ever experience a situation where you can't test, and are losing income, the advise is to keep a detailed record and send in a claim for compensation.
Computerisation of any system is a real pain when things stop working: Our local co-op shop had a failure of its electronic tills the other day. I couldn't purchase a pint of milk - crazy!
Our old-style certificates were taken from us back in December.

Excellent answer Tom. As well as phoning the numbers you quoted you can also phone your colleagues down the road to see if they have had a response which can shed some light on the situation.
At the seminar I attended they mentioned the proposed method of storing test information locally on the VTS device and they are currently working on the security implications of such a method.
They also mentioned that they are bringing on another call centre to give additional capacity (the current one is in Durham), so you might be corresponding with some tough talking Glaswegians in the near future.
Sometimes Siemens/VOSA are blameless and faults can be introduced by third parties (such as the communications infrastructure e.g. BT) but I'm certain that any issues will be resolved pronto and procedures put in place to stop re occurance. Same goes for dcspringlane's cancelled activation visit, could be that one of my training colleagues had some unexpected illness or accident and could not attend the VTS. I've battled through ice and flu to get to the sites, we try our best.
-- Roger One more site to activate Monday (my last one before leaving the project) and today I'm using the Siemens van to collect a load of horse manure.
