Why are some vehicles subject to a 1.6mm tread depth, whereas other vehicles a lower 1.0mm depth ?

I have often wondered why this is.
Cars (up to 8 passenger seats) & Goods Vehicles (up to 3500kg) are subject to 1.6mm tread depth,
but passenger carrying vehicles with more than 8 passenger seats are subject to 1.0mm tread.
Not sure about HGVs.
I don't know the reason why.

You would think that all tyres should be subject to the same depth limit. It does seem odd that more passengers you carry, the less tread depth is required.
Does anyone know the reason behind it ?

Also motorcycles 1mm tread depth, mopeds visible tread. As long as tread is visible, it passes. Shocking

You learn something new everyday, I knew about the HGV's but I didn't know about the motorcycles and mopeds

Absolutely rediculous when you consider a fiat puddle jumper or any other small car can probably reach about 90 mph flat out, sits on 4 wheel and needs 1.6mm of tread to pass. A lot of the modern 600cc sports bikes can reach 160mpm, sit on 2 wheels so are a lot less stable and only need 1mm of tread. Thats before we move on to some of the ltr sports bikes or the 1300cc missiles that can reach close to 200mph on 1mm
