If a motorcycle is fitted with a dual seat does there have to be rear footpages?

Rear foot pages - do you mean PEGS ?
I am not a motorcycle tester myself, but I would guess that yes, rear foot pegs should be fitted.
There are a number of class I & II testers on here, so they should provide the definitive answer shortly...

Have been on holiday, so I would have posted on this sooner. If a bike has a pillion seat, then it must have rear foot pegs to pass. No pillion seat, no footpegs needed.
