Initial thought when first viewed would be it's a fail, but what are you going to fail it for?
It's appearance? Noise? Major leak? Condition?
If the exhaust emissions passed and the system is not noisy, would VOSA accept that the system is excessively deteriorated?

so is that a pass and advise folks? If it doesn't leak, isn't too loud, and supports are adequate, then as Daveg already said, yes you would have to pass and advise.
