I may be wrong, but I don't think you are entitled to charge for a replacement certificate - after all that is what you will have to issue. I shall check my copy of the Testing Guide.
**Update** I have just checked with The MOT Testing Guide, Sixth Edition.Section H, Page 4, Paragraph 9b iv: "If an extended expiry date is required (because the vehicle was brought in for test early and the previous certificate or, in the case of a first test, the V5/V5C or other acceptable document, was not produced at the time of the test), the VTS which issued the original certificate can make out a replacement certificate. Such replacements may only be issued if, had the original documents been produced when the test certificate was issued, it could legitimately have had an expiry date more than 12 months after the date of the test. See Appendix 7. There is no fee for issuing such replacement certificates."
There it is in black and white. You cannot charge for replacement certificates. At my VTS, we always ask the customer to bring their old certificate with them. Most of them have already expired, though

Also,
The MOT Testing Guide, Section L, Page 3.
"L3.3. No fee may be charged for 'Exchange' documents. See section H4."

This used to be frustrating under the old paper system, because we had to pay for each certificate in the VT20 pad - whether issued as a pass, a duplicate, a replacement or cancelled.
At least under computerisation, the only expense is on an actual pass certificate (test slot).
When the system has been operational for a year, there will no longer be the need to manually enter the extension date, as this will (should) all be stored in the database...
