I thought that if the GVW + axle weights have been downgraded it would have been done via one of vosa's own testing stations? They would have issued a new dti plate for the vehicle, maybe the operator was pulling a fast one to avoid an operators licence & all the conditions that accompany it?

The only draw back was that it was down to the owner to sought out the other legalities such as notifying the DVLA via sending in the log book to update the details. Its a case i think that the owner of the vehicle has not notified the dvla or the new plate is counterfeit. It seems a bit presumptuous of the ve saying he wants to suspend you this early without a through investigation. Hope it turns out ok in the end for you,

How vehicles are replated You will need to complete form VTG10 to apply to replate your vehicle to a different weight and send it to the Vehicle and Operator Services Agency (VOSA). For more information, see the page in this guide on completing the VTG10 replating form.
Completed VTG10 forms can also be sent to any VOSA goods vehicle testing station.
