MOT test frequency under review
The Government intends to have a fundamental review of the MOT test and has no preconceptions about the outcome. The aim will be to strike the right balance between vehicle safety and the burden imposed by MOT testing on motorists.
Ministers expect to make a detailed announcement about the timing and scope of the review later in the year and there will be an opportunity for anyone with an interest to contribute to the debate.
The future of the MOT test
Recent changes to the European Commission directive (2009/40) covering the annual test will standardise annual testing and inspections across European Union member states.
VOSA staff are working hard to incorporate the changes without disrupting the annual test, but drivers and operators will need to be aware of the new areas to be covered in the test when presenting their vehicles.
VOSA will be ready to start testing in line with the new requirements, along with private garages, after January 2012.
From 2012, all vehicles will be subject to additional failure items, including secondary safety items such as air bags and seat belt pre-tensioner devices. Brake performance on larger vehicles will be assessed relative to the maximum authorised mass rather than the design gross vehicle weight.

MOT emissions book
The Sixteenth Edition of the "In-Service Exhaust Emission Standards for Road Vehicles" is being dispatched by post during August.
From receipt of the book until your exhaust gas analyser database is updated, if you test any vehicle listed you must base your test and pass/fail decision on the limits shown in the Sixteenth Edition.

New-look registration papers
On 15 August 2010 all V5Cs issued by the Driver and Vehicle Licensing Agency (DVLA) will have a new look. The new red V5C will make it clear that the registration certificate is not proof of ownership and will provide details of where you can get advice on buying a used vehicle.
Anyone with the existing blue version need not do anything as both types of document are still valid.
DVLA's 'Buyer Beware' message advises that the V5C is only one of the things that buyers of used vehicles need to check. Buyers who are aware of the risks are better able to protect themselves and reduce the risk of getting caught out by criminals.
